The Secretary of State for the Colonies to the Governors of Ceylon, the Straits Settlemente, and Hong Kong.

(Sent 12.32 p.m. 30th October, 1915).

With reference to my telegram 27th September British Consular Officers will communicate to you names for both Black and White Lists for China and Siam at the same time as they report them to the Secretary of State for Foreign Affairs. You will also receive from me by mail lists issued by Foreign Office in this country as a certain number of names are added here which will not have been reported direct to you.
